Rita Dattani - CEO

Rita Dattani is an experienced management consultant with over 20 years' experience in the property sector, principally working for and on behalf of housing associations of all sizes. Her recent work largely involves project managing complex projects for local authorities and Registered Social Landlords, including new initiatives, regeneration and property development. Past assignments include interim chief executive of a significant housing association facing extreme regulatory issues, chief executive providing strategic direction for a fast-growing organisation, and director overseeing stability and growth for an association undergoing major change. Rita has introduced corporate governance throughout the organisation imposing strict procedural compliance regimes whilst ensuring the company maintains its traditional entrepreneurial flair as a dynamic organisation.

Minesh Sheta - Director

Minesh Sheta has enjoyed an outstanding career in finance and property for more than 20 years. He has acquired a formidable reputation for structuring property deals and has invested successfully both as principal and in joint ventures. His ability to build and manage relationships has resulted in an enviable track record with major investors, high net worth individuals, institutions, retailers and professional individuals in the property world. His entrepreneurial flair took him to Eastern Europe two years ago where he has since set up several funds for investing in Bulgaria and Romania. Spending time between the two countries, he is involved in sourcing investment opportunities to support the development of 1m square feet of office space and 2,500 new homes.

Dominic Hicks - Director

Dominic has 15 years of experience in both residential and commercial property, initially setting up and running an estate agency in central London. From 1995 to 2003 he established a residential buy-to-let portfolio of 29 residential properties in central London which he sold in 2003. He has also successfully acquired and sold a mixture of commercial and residential property, enhancing value on the way. For 2 years Dominic led the research into emerging global markets prior to formalizing the strategy for the company’s role in Bulgaria and Romania. He has since set up several funds for investing in Bulgaria and Romania. Dividing his time between the two countries, Dominic has been instrumental in negotiating the acquisition and procuring inward investment.

Chris Hough - Director

Chris Hough qualified as a Quantity Surveyor but quickly moved into Project Management.  He has an impressive range of experience on new build and refurbishment projects in both public and private sectors, including the National Bank and Hilton Hotel in Mauritius and 2000 homes in the Thames Gateway for Belway Homes. Chris was a director for McBains and Currie & Brown Widnell before starting his own company, Mycroft Project Management, in 2002, where he currently manages a residential development portfolio of approximately £50m.

Dawn Spetale - Finance Director


Dawn Spetale has a 20 year track record as a financial controller, business services manager and operations director for a wide range of organisations including those in the professional sector, FTSE 100 companies, and not-for profit organisations. Her most recent roles include interim management of major companies, including; Joseph, Worldcom, Clifford Chance, BHP Billiton and Historic Royal Palaces. Dawn brings to the Team that rare combination of considerable financial expertise and a well-rounded, practical business background.

David Palmer - Director


David Palmer has over 25 years experience in property, in both the private and public sectors. His experience includes public investment management, at the Housing Corporation, as well as property development, as the director of development of a registered housing association with a pipeline worth over £40 million. For the last nine years, he has been chief executive of a developing housing association and has recently worked as an interim manager and consultant for one of the largest and fastest growing housing association groups in England. David was recently made Director at Westhill.

Radu Stefanescu- Director


Radu Stefanescu studied civil engineering at university in Bucharest, Romania, his native city. In 1993, Radu moved to Italy and spent the following twelve years in both Italy and France working within the property industry, and in 2002 became a partner in a real estate agency in San Remo on the Italian Riviera, selling and managing renovations and developments. At the end of 2005, Radu was relocated back to Bucharest to work for Westhill, where he provides the company with his in-depth understanding of the European market as well as his strong local knowledge and contacts. Radu has put together an excellent professional team in order to support the investment program in Romania.

Andrei Panculescu- Director

In 1995 after graduating in Informatics and economy, specialising in banking and the stock exchange from the university of Bucharest, Andrei Panculescu began employment as a sales representative for a Romanian IT company. He spent the following years building his business knowledge, particularly in sales. In 1997, Andrei began working for the multinational company, MobiFon and steadily worked his way up within the company over the years from a sales executive to a retail manager for the Bucharest region. Andrei subsequently worked for Roel srl as Executive Director and at Eurisko Consulting srl as General Manager before joining Westhill in 2006 as Commercial Acquisitions Manager.
